Intelligence Community Efficiency and Effectiveness Act of 2025

Summary#

The bill would reorganize parts of the U.S. intelligence community. It would limit the Director of National Intelligence’s office to 650 employees and detailees, create temporary intelligence task forces, and require a plan to speed up acquisitions and favor commercial solutions. It would transfer the National Counterintelligence and Security Center to the FBI and the National Counterproliferation and Biosecurity Center to the CIA. It would rename the National Counterterrorism Center and add counternarcotics to its name. The bill would also end several offices and programs, including the National Intelligence University, and restrict funding for defined diversity, equity, and inclusion practices in the intelligence community.

What it means for you#

Most provisions change how intelligence agencies are organized and operate. Intelligence employees, research organizations that work with intelligence agencies, and people involved in the programs being ended or changed could be affected. The bill does not set out specific changes to services for the public.

Expenses#

The bill provides no overall cost estimate. It directs agency transfers, program closures, and limits on certain spending, but does not state expected costs or savings.
