Limits on Presidential Library Donations

Summary#

The bill would limit donations to presidential libraries and centers. From a president’s election through one year after leaving office, a person could give no more than $10,000 in total, subject to inflation adjustments. While the president is serving, donations from people who are not registered as tax-exempt charities, as well as lobbyists, foreign agents, federal contractors, foreign nationals, and people seeking or granted a pardon from that president, would be barred. For two years after the president leaves office, donations from those listed groups would also be barred. The bill would prohibit using donations for personal expenses and require public reports on donations of at least $200 per donor per quarter. It also sets civil and criminal penalties for violations.

What it means for you#

People and organizations that donate to, work for, or run a covered presidential library or center would face donation limits, restrictions, and reporting rules. The National Archives would publish donation reports online. The bill text does not describe changes to public access to library services or records.

Expenses#

The bill sets donation limits and possible fines, but does not provide an estimate of government costs. It allows courts to order donations involved in violations to be returned.
