Community Mental Wellness and Resilience Act of 2025

Summary#

The bill would create federal grants for community groups to plan and run mental wellness and resilience programs. Planning grants could be up to $250,000. Program grants could be up to $500,000 per year for no more than four years. Programs would assess local needs and use community-based activities to prevent and address mental, behavioral, and psychosocial conditions. Networks applying for program grants must include representatives from at least five listed community sectors. Twenty percent of available funds would be reserved for programs in rural areas.

What it means for you#

Individuals would not receive grants directly under the bill. Eligible organizations could seek planning grants, and community networks could compete for program grants. Programs could include community activities, nonclinical group programs, and efforts to strengthen social connections. The bill is in progress and has been referred to a Senate committee.

Expenses#

The bill authorizes $36 million to be appropriated for fiscal years 2026 through 2030. No more than 5 percent of funds available in a fiscal year could be used for technical assistance. The bill sets grant limits but does not specify how much funding would actually be appropriated.
