Shutdown Fairness Act

Summary#

Starting in fiscal year 2026, the bill would provide funds to pay and provide allowances to designated federal employees who must work during a lapse in appropriations. It would also cover contractors who support those employees and are required to work, as determined by the relevant agency head. The funds would stop being available when appropriations are enacted, whether or not they include funding for these purposes. The bill also limits use of these funds during periods when continuing appropriations for these purposes are in effect and directs agencies to charge the spending to applicable appropriations once enacted.
