This bill requires the Bureau of Prisons (Bureau) to fully implement the Office of the Inspector General's 2023 recommendations on inmate-on-staff sexual harassment and sexual assault within 90 days of enactment. If the Bureau does not finish implementation by that deadline, it must send Congress a report explaining the delay and a timeline for finishing. After implementation, the Inspector General must request updated Bureau data for fiscal years 2022–2025, analyze the number and prevalence of inmate-on-staff sexual harassment and sexual assault, and report the analysis and any recommendations to Congress and the Attorney General. The Inspector General's analysis must also review punishments used in Bureau facilities, including data from the five years before enactment. Within one year after receiving the Inspector General's analysis, the Attorney General must issue a rule that sets national standards to prevent, reduce, and punish inmate-on-staff sexual harassment and sexual assault. The bill defines terms such as "sexual assault," "sexual harassment," "correctional officer," and "incarcerated individual."

The bill is written in response to the Inspector General's 2023 report, which found that inmate-on-staff sexual harassment and sexual assault are widespread and that the Bureau lacked adequate data collection and systems to evaluate mitigation efforts. Proponents view the bill as requiring the Bureau to correct those shortcomings by implementing the Inspector General's recommendations, improving data and analysis, and creating national rules to prevent and punish such misconduct.
