The bill directs the National Oceanic and Atmospheric Administration (NOAA), in consultation with other agencies, to study waste dumped in and around the San Pedro Basin. The waste includes DDT and related chemicals, as well as military explosives, radioactive waste, and refinery byproducts. NOAA would monitor the waste, study its effects and possible movement through the marine food web, and assess possible bioremediation. NOAA may also provide research grants. Within three years, it must report on further research and bioremediation and identify other offshore dump sites for covered waste.
The bill calls for research and monitoring of pollution in the San Pedro Basin. It does not set out direct services for individuals.
The bill authorizes $6 million for each fiscal year from 2028 through 2034. This is authorization for appropriations, not a statement that the money has been provided.
