Fighter Force Preservation and Recapitalization Act of 2025

Summary#

S. 873 would set Air Force fighter aircraft inventory requirements through October 1, 2030. It would raise the required total inventory to 1,900 aircraft and the primary mission aircraft inventory to 1,200. The Secretary of Defense could temporarily lower the total requirement during unit transitions, but not below 1,800 aircraft or for more than two years, and must notify Congress.

The bill would require quarterly reports on aircraft received, assignments, retirements, and recapitalization. It would also require at least three of every four newly accepted advanced, fifth-generation, or next-generation fighters to go to existing service-retained Air Force squadrons. Through October 1, 2030, it would protect 25 existing Air National Guard fighter squadrons from reductions and require annual plans for their recapitalization. The bill was introduced and referred to the Senate Armed Services Committee.
