U.S. expands 50% tariffs to many Canadian cheeses, boats, furs; drops some large-format spirits

Effective Sept 15, 2026, a Presidential proclamation changes which Canadian products face a 50% ad valorem duty, adding several food, leather, fur, and boat categories and removing certain large-container spirits.

  • Raw hides and skins, larger bovine/equine whole hides and other raw hides (4101.50.10; 4101.90.10).
  • Prepared upholstery leather and related leather products (4107.11.50).
  • Whole raw furskins and tanned/dressed furskins (4301.60.60; 4302.19.xx entries).
  • Motorboats and outboard motorboats (8903.31.00; 8903.32.00; 8903.93.20).

Removed from the 50% tariff (Annex I, Part B)

  • Whiskies in containers each holding over 4 liters (HTS 2208.30.6085).
  • Liqueurs and cordials in containers each holding over 4 liters (HTS 2208.70.0060).

HTSUS and implementation details

  • Annex II updates subchapter III of chapter 99 of the HTSUS and U.S. note 51 to reflect the added and deleted HTS subheadings.
  • The proclamation directs U.S. Customs and Border Protection, in consultation with Treasury, Commerce, and the U.S. Trade Representative, to issue rules and make necessary HTSUS modifications and technical corrections.

Who is affected and why it matters

  • Importers, distributors, and exporters of the listed Canadian cheeses, hides/leather, furs, fats/oils, and motorboats will face a new 50% additional duty on entries on or after Sept 15, 2026.
  • Importers of large-format whiskies and liqueurs will no longer face the 50% Section 338 duty for those specific HTS entries.
