New Sanctions Listings for Settler Violence

Summary#

These are final changes to the Special Economic Measures (Extremist Settler Violence) Regulations that add a small number of people and groups to Canada’s sanctions list. The amendments were registered and came into force on June 4, 2026 and published in the Canada Gazette on June 17, 2026.

What it does#

• Replaces one existing name entry with Shlomo Yehezkel Hai Sarid (born January 21, 1987) in Part 1 of the schedule.
• Adds two individuals to Part 1:
  • Harel David Libi (born May 14, 1991) (also known as Coco Libi and Koko Libi)
  • Eliav Libi
• Replaces one entity name in Part 2 with Mount Hebron Fund (also known as Har Hebron Fund, Har Hevron Fund, and Mount Hebron Foundation).
• Adds five entities to Part 2:
  • Regavim (also known as the Regavim movement)
  • Coco’s Farm (also known as Coco’s Farm Outpost, Koko’s Farm Outpost, and Marom Schmuel’s Farm Outpost)
  • Micha’s Farm (also known as Khavat Micha and Micah’s Farm)
  • Libi Construction and Infrastructure LTD
  • Nachala
• Practical effects of being listed:
  • Anyone in Canada or Canadians outside Canada are prohibited from dealing in the property of, entering into transactions with, providing services to, transferring property to, or otherwise making goods available to listed persons or entities.
  • Listed individuals are made inadmissible to Canada under the Immigration and Refugee Protection Act.
• Enforcement and penalties are already set under the sanctions regime and can involve the Royal Canadian Mounted Police (RCMP) and the Canada Border Services Agency (CBSA). Criminal penalties include fines (up to $25,000) and possible jail time (up to one year on summary conviction, or up to five years on indictment).

Who's affected#

• The people and groups named above are directly affected.
• Canadians, Canadian businesses and financial institutions that might otherwise deal with those people or entities must stop or avoid such dealings.
• Federal agencies involved in enforcement and immigration — including Global Affairs Canada, the RCMP, the CBSA, and Immigration, Refugees and Citizenship Canada (IRCC) — will apply and track the measures.
• The government says the newly listed names have limited known links with Canada, so most Canadians and small businesses are unlikely to see direct effects.

Why it matters#

• These changes extend targeted sanctions against individuals and groups that the government says have contributed to extremist settler violence in the occupied Palestinian territories.
