Summary#
The Canada Border Services Agency (CBSA) has started an investigation, under the Special Import Measures Act, into alleged dumping of corrosion-resistant steel sheet from the Republic of Türkiye by Borçelik Çelik Sanayi Ticaret A.Ş. The issue is whether those imports have injuriously undercut Canadian producers; a preliminary inquiry by the Canadian International Trade Tribunal (CITT) will decide within 60 days of the start of the probe (initiation date December 5, 2024).
What it does#
- The CBSA opened an anti-dumping investigation into alleged injurious dumping of corrosion-resistant steel sheet from the Republic of Türkiye by Borçelik Çelik Sanayi Ticaret A.Ş. (initiated December 5, 2024).
- The goods named are corrosion-resistant flat-rolled steel sheet in coils or cut lengths, up to 4.267 mm thick and 72 inch (1,828.8 mm) wide. The notice lists many tariff classification numbers for the product.
- The Canadian International Trade Tribunal (CITT) will hold a preliminary inquiry into whether there is a reasonable indication of injury. The CITT must decide within 60 days of initiation.
- If the CITT finds no reasonable indication of injury, the investigation will end. If it finds a reasonable indication, the CBSA may continue the investigation, which can lead to duties being proposed.
- Interested parties are invited to file written submissions with the CBSA by email to simaregistry@cbsa-asfc.gc.ca. Submissions must be received by April 15, 2025 to be considered.
- The CBSA says the full product definition is on its website. A Statement of Reasons for the decision will be issued within 15 days after the CITT decision.
Who's affected#
- Canadian makers of corrosion-resistant steel sheet and companies that use that sheet (fabricators, builders, manufacturers).
- Importers and distributors who bring the named product into Canada from the Republic of Türkiye, including buyers who source from Borçelik Çelik Sanayi Ticaret A.Ş.
- Downstream industries that buy this steel for products — for example construction and industrial manufacturers — may notice supply or price changes if measures are later imposed.
- The notice excludes certain uses and products (for example items for passenger vehicles and aeronautic products, stainless steels, and some coated or pre-painted products), so some businesses are not covered by this investigation.
Why it matters#
- If dumping and injury are found after the full investigation, the CBSA can recommend anti‑dumping duties. That could raise import costs for affected products and change sourcing choices.
- Canadian steel producers could get relief from low-priced imports if measures are applied. Buyers of steel could face higher prices or shifts in supply.
- The deadline to make a written submission to the CBSA is April 15, 2025. Submissions marked confidential must include a non-confidential summary.
