Charity Registration Revocations

Canada Gazette, Part I, Volume 156, Number 47: COMMISSIONS

The Canada Revenue Agency published notices under the Income Tax Act listing charities whose registrations are proposed for revocation and many charities that requested voluntary revocation. Where stated, the revocations are effective on the Gazette publication date (2022-11-19); these changes can affect a charity’s tax-receipting status and donors or stakeholders should verify the organization’s current registration with the CRA.

Summary

Summary#

On November 19, 2022, the Canada Revenue Agency published notices in the Canada Gazette about revoking the registrations of a number of charities under the Income Tax Act. Some notices propose revocations because the charities allegedly failed to meet parts of the Act; many other charities asked the agency to cancel their own registered status and the CRA published those requests.

What it does#

  • Announces proposed revocations of registration for specific charities. These are notices that the CRA intends to remove charitable status because those organizations did not meet parts of the Income Tax Act. Examples named include COLEL CHABAD LUBAVITCH FOUNDATION OF ISRAEL, SENTRY FOUNDATION, and HSEF RENAISSANCE ACADEMY.
  • Publishes notices that certain charities asked the CRA to revoke their own registration. The Gazette lists many charities that requested this, such as PATRIA MUSIC / THEATRE PROJECTS, CENTRAL UNITED CHURCH, and JUSTICE NIAGARA (among many others).
  • The notices state that the revocation (where it is being carried out) is effective on the date the notice appears in the Canada Gazette (the Gazette entry was published November 19, 2022).
  • The notices are signed by Sharmila Khare, Director General, Charities Directorate.

Who's affected#

  • The charities named in the notices. The Gazette lists both organizations facing proposed revocation and many organizations that voluntarily requested revocation.
  • Donors, staff, volunteers, and service users of those charities are the people most likely to notice changes.
  • If you are unsure whether a specific charity on the list is one you support or receive services from, check the organization’s name and business number in the Gazette notice or contact the charity or the CRA for confirmation.

Why it matters#

  • Losing registered status changes how a charity is treated under tax rules and can affect donations and record-keeping. The Gazette notice itself does not spell out every downstream consequence, but donors and others connected to a listed charity may see practical effects.
  • Publishing these notices in the Canada Gazette makes the change public. That helps donors, regulators, and the charities themselves know that the CRA is moving to remove or has removed registration for those organizations.
