Summary
Summary#
This Canada Gazette issue (published March 7, 2020) collects several short notices from different federal bodies. Key items include corrections to earlier Canada Revenue Agency charity-revocation notices, an expiry review of an anti‑dumping finding for oilfield pipe by the Canadian International Trade Tribunal, a procurement inquiry about an arctic anti‑pollution boom, a CRTC posting reminder, and a Parks Canada notice about critical habitat for the Westslope Cutthroat Trout.
What it does#
- Canada Revenue Agency (Charities Directorate) corrects previously published notices and publishes lists of charities whose registration has been revoked or who asked to have their registration revoked under the Income Tax Act. The notice is signed by Tony Manconi, Director General, Charities Directorate.
- The Canadian International Trade Tribunal starts an expiry review of its April 2, 2015 finding on dumped oil country tubular goods (casing and tubing). Timelines noted:
- CBSA will give its initial determination by July 21, 2020.
- Interested parties must file a notice of participation by August 5, 2020.
- A public hearing is set to start on October 19, 2020.
- The Tribunal must issue its decision and reasons by December 29, 2020.
- The Tribunal also decided on February 26, 2020 to hold an inquiry into a procurement complaint from Griffin Engineered Systems about a contract run by Public Works and Government Services Canada for the Department of National Defence (an arctic anti‑pollution boom).
- The Canadian Radio-television and Telecommunications Commission posts reminders that decisions, consultations and Part 1 broadcasting applications are on its website; one application from Rogers Media Inc. had a comment deadline of March 23, 2020.
- Parks Canada Agency says the recovery strategy identifies critical habitat for the Westslope Cutthroat Trout in Banff National Park and that protections under the Species at Risk Act will apply 90 days after publication of this notice.
Who's affected#
- The registered charities named in the lists — mostly local churches, societies and community groups — and their donors (because revocation affects a charity’s registered status and tax receipts).
- Companies that make, import or sell oil country tubular goods, and domestic manufacturers potentially protected by anti‑dumping measures. The Canada Border Services Agency (CBSA) and trade lawyers or industry groups may be directly involved.
- Suppliers and bidders on the PWGSC procurement, especially Griffin Engineered Systems and the eventual contract winner; anyone watching federal procurement fairness.
- Broadcasters, applicants and other stakeholders who follow proceedings at the CRTC.
- Park managers, conservation groups and people with interests in Banff National Park where critical habitat for the Westslope Cutthroat Trout is now identified under the Species at Risk Act.
Why it matters#
- Revoked charity registrations can change how those organizations operate and whether donors can claim tax receipts. The erratum also corrects mistakes in earlier public notices.
- The expiry review could lead to continued or renewed duties on certain imported oilfield pipe. That can affect prices, supply chains and competitiveness for oil and gas projects.
- The procurement inquiry may affect the outcome of a federal contract and signals that suppliers can challenge how bids were evaluated.
- The CRTC reminders affect who can comment or intervene in broadcasting matters that might change what is available on TV or radio in some areas.
- Identifying critical habitat for the Westslope Cutthroat Trout means stronger protections in parts of Banff National Park. That can influence park management, development proposals, and conservation efforts.
