Summary#

These are final amendments to the Special Economic Measures (Russia) Regulations (SOR/2025-228). They add 13 people, 11 entities and 100 ships to Canada’s Russia sanctions lists. The regulation was registered on November 6, 2025 and published in the Canada Gazette on November 19, 2025.

What it does#

  • Adds 13 named individuals to the list of people subject to Canada’s Russia-related sanctions.
  • Adds 11 named entities, including energy, financial and cyber-related organisations such as Arctic LNG 2 LLC, Gazprom SPG Portovaya Limited Liability Company, and Capital Bank of Central Asia, OJSC.
  • Adds 100 vessels to Schedule 1.1. Most are listed as Oil Tanker, Oil Products Tanker or Chemical/Products Tanker by IMO number and name.
  • Fixes a couple of vessel-type wording items in the English and French versions of the schedule.
  • Confirms that the amendments take effect on the day the regulation was registered (November 6, 2025).
  • Reiterates existing prohibitions: people in Canada and Canadians abroad may not deal with listed persons or provide services linked to listed ships unless a special permit is granted.

Who's affected#

  • Listed individuals and entities — they are subject to asset and transaction restrictions and may be barred from Canada.
  • Shipping companies, shipowners and managers, and marine insurers — must not provide services to ships on the list and need to screen for these vessels.
  • Canadian banks and financial institutions — must screen for and block transactions involving the newly listed names and ships.
  • Canadian businesses that supply services to ships (ports, repair, bunkering, crew services) — they must check the updated list before doing business.
  • Enforcement and government agencies, including Global Affairs Canada, the Canada Border Services Agency (CBSA) and the Royal Canadian Mounted Police (RCMP), which will use the lists for enforcement.
  • The government says it is unlikely that Canadian companies currently have ties to these people, entities or vessels. If that is unclear in any case, affected businesses will need to check the published lists.

Why it matters#

  • These additions expand Canada’s targeted sanctions aimed at limiting funds, services and transport that can support Russia’s military and related activities.
  • Ships on the list are pre-identified as part of the “shadow fleet” or otherwise linked to moving oil, LNG, arms or other goods for the benefit of Russia. That makes it easier for Canadian authorities to refuse docking or passage and for businesses to avoid prohibited dealings.
  • Listed individuals are made inadmissible to Canada under the Immigration and Refugee Protection Act (IRPA).
  • Violating the rules can carry penalties: a fine up to $25,000, or imprisonment up to one year on summary conviction, or up to five years on indictment.
  • The changes align Canada with other like-minded partners working to tighten pressure on Russia’s energy, financial and maritime networks.
