White House waives newly ordered Russia-linked tariffs
The order sets steep duties on Russian goods and some countries’ exports, but waives their application until further action is judged appropriate.
Summary
The order sets new duties tied to Russian goods and oil, but waives their application for now. The waivers remain in effect until the President or Secretary of State decides further action is appropriate.
- Goods from Russia: Duties would increase by 500% ad valorem.
- Goods from certain other countries: Duties would increase by 100% on goods from the five largest importers of Russian-origin crude oil and natural gas if they knowingly make new purchases on or after October 18, 2026. A 100% increase would also apply to goods from the five leading facilitators of Russian oil sanctions evasion.
- Sanctions and restrictions: The order waives many measures under the Graham Act. It does not affect sanctions or other measures under the earlier executive order addressing specified harmful Russian government activities.
