City Council approves higher density zoning

Summary#

Calgary Council passed Bylaw 41D2026 at third reading on April 21, 2026. It changes the land use district for 301, 303 and 307 – 15 Avenue NE in Crescent Heights, Ward 7, from M-CGd72 to M-CG, allowing more density for multi-residential development. City staff’s stated goal was to allow more housing and make more efficient use of land and existing services.

  • The change covers about 0.11 hectares (0.28 acres) at the three addresses.
  • It changes the rules for what may be developed there; it does not approve a specific building.
  • A development permit for two buildings with 10 units and nine suites was under review. The applicant intended to revise that proposal to nine units.

What it means for you#

  • People living nearby: The land use rules now allow greater density. City staff said building design and the capacity of nearby streets and utilities would be reviewed at the development-permit stage.
  • Future residents: More housing may be possible on the site, but the final number of homes and whether a development permit will be approved are not settled by this decision.
  • City Council passed the bylaw 14–0.

Money#

City staff reported no anticipated financial impact; the materials provide no cost estimate.

What is unclear#

  • The materials do not state the maximum number of homes, building height or other specific development limits under the new district.
  • The development permit’s final design and number of units are not yet known.
  • The materials do not give the outcome of the review of street and utility capacity.

Case for#

  • City staff say the site is near bus service, bus rapid transit and a future Green Line station, and that additional housing could use existing land and services more efficiently.
  • Staff judged the density increase appropriate and compatible with the surrounding area and applicable planning policies.
  • Staff say more housing could provide options for people with different needs and lifestyles.

Case against#

  • Eight public letters opposed the change, raising concerns about traffic, street parking and increased density and building massing.
  • The Crescent Heights Community Association also opposed it, citing community character, density, massing and traffic without adequate traffic controls.
  • The final building design and street and utility capacity remain for the development-permit review; this decision does not settle those concerns.
