City approves public-member appointments

Summary#

Calgary City Council approved the public-member appointments and nominations on the consent agenda on October 20, 2026. The decision fills positions on city boards, commissions and committees; it does not change their powers or create a new public service.

  • Council appointed public members to the Access Design Subcommittee, Advisory Committee on Accessibility, Anti-Racism Action Committee, Assessment Review Board, Audit Committee, Beltline Community Investment Fund Committee, Calgary Aboriginal Urban Advisory Committee, Calgary Airport Authority, Calgary Planning Commission, Calgary Police Commission, Calgary Salutes Coordinating Committee and its three subcommittees, Calgary Transit Access Eligibility Appeal Board, Climate Advisory Committee, Combative Sports Commission, Community Peace Officer Oversight Committee, Community Safety and Wellbeing Advisory Committee, Council Advisory Committee on Housing, Licence and Community Standards Appeal Board, Subdivision and Development Appeal Board, Tax Incentive Appeal Board, and Urban Design Review Panel.
  • Council nominated a public member for appointment to Platform Calgary and appointed public-member nominees to the Multisport Fieldhouse Committee. It acknowledged appointments of Kate Thompson, Patti Pon and David G. Smith to the Werklund Centre Transformation Advisory Committee, until that committee dissolves.
  • The City Clerk’s Office must release appointments and nominations publicly after notifying applicants, by the end of October 23, except Calgary Police Commission and Community Peace Officer Oversight Committee appointments, which are to be released after security checks. The closed-meeting discussion and confidential attachments remain confidential.

What it means for you#

  • Applicants and appointees: The appointments take effect for terms set out in confidential attachments. The available material does not identify most appointees or give their term lengths.
  • Calgarians: The decision fills public-member positions on bodies dealing with matters including accessibility, planning, policing, housing, transit access appeals and tax-incentive appeals. It does not directly change residents’ rights, eligibility, taxes or services.
  • Public: The City will publish most appointment information after applicants are notified, but some names will be released only after security checks.

Money#

City staff report no anticipated financial impact.

  • The report gives no cost estimate or breakdown.

What is unclear#

  • The confidential attachments contain most appointee names, term lengths, and the confidential recommendations Council adopted.
  • The public material does not explain how candidates were assessed or why particular candidates were selected.
  • It is not clear when security checks will be completed and the two delayed appointment lists released.

Case for#

  • City staff say public members bring skills, perspectives and expertise that contribute to good governance and strengthen relationships with Calgarians.
  • City staff describe an annual recruitment campaign, candidate shortlists, and a process to check candidates’ preferences when they were recommended for multiple boards.
  • The appointments fill positions across 24 boards, commissions and committees, as well as the Multisport Fieldhouse Committee.

Case against#

  • Most names, terms and selection details are confidential, limiting the public’s ability to assess who was appointed and the basis for the choices.
  • Some appointment information will remain unpublished until security checks are complete; the report does not give a release date for those appointments.
