Affirm that Canada will not negotiate, enter into, or implement any agreement—formal or informal—allowing foreign law-enforcement agencies to conduct enforcement activities on Canadian soil or waters, including if H.R. 5518 or similar authority is enacted; 3. Renounce federal service contracts with GardaWorld and review procurement involving companies supplying ICE or related agencies; and 4. Implement fiscal measures, including taxation, targeting Canadian companies that do business with ICE or related U.S. enforcement agencies.
