The WISE Government Act would prevent agencies from signing journal subscription contracts that bar them from sharing subscription costs with another agency or the Library of Congress. Within six months, agencies would have to post library subscription access rules on their intranets for employees, including regional employees. Within 12 months, the General Services Administration would have to report to Congress and agency libraries on subscriptions, costs, access issues, and possible ways to improve access to scientific publications.
Federal employees would be able to find their agency library’s subscription access rules on the agency intranet. The bill does not require public access to those subscriptions.
The bill does not specify funding or costs.
