WOSB Certification Expansion and Opportunity Act

Summary#

The bill would count only women-owned small businesses certified by the Small Business Administration or an approved national certifier toward federal and agency goals for contracts with these businesses. Some businesses that are self-certified and have a certification application pending would count as certified until a decision is made. The bill also directs the Small Business Administration to issue regulations and provide quarterly implementation briefings to congressional committees.

What it means for you#

Women-owned small businesses may need certification to count toward federal contracting goals. Businesses with qualifying pending applications would be temporarily treated as certified for that purpose. The bill does not describe changes to how businesses compete for individual contracts.

Expenses#

The bill authorizes no additional appropriations. Required briefings would report on administrative costs and estimated applicant costs for certification through a national certifier, but the bill gives no amounts.
