Federal Employee Performance and Accountability Act of 2025

Summary#

The bill would create a five-year pilot program for performance-based pay for selected employees at executive agencies. Each participating agency would include 1% to 10% of its eligible employees. Eligible positions must be at GS-11 through GS-15 or senior level and have measurable performance criteria. Agencies could opt out if they determine participation could pose national security or public safety risks, and must explain that choice in writing.

Agencies would set annual measures for productivity, quality, and timeliness, and provide training and regular feedback. Starting in the program’s second year, employees who exceed expectations could receive a basic-pay increase of up to 10%; employees who meet expectations would have no pay adjustment under this system; and employees who fall short would have a 10% pay reduction and receive training or development. The bill also allows bonuses and non-monetary benefits for some employees. Participants would not qualify for specified other Title 5 pay adjustments, step increases, bonuses, or performance awards based on service during the program.

The Office of Management and Budget would oversee the program and report on results each year. The Comptroller General and the Director would conduct a final review after the program ends. The bill authorizes no additional funds.

What it means for you#

If you work in an eligible position at a participating agency, you could be selected for the pilot and evaluated under agency performance measures. Your pay could rise by up to 10%, remain unchanged under this system, or be reduced by 10%, depending on your evaluation. Other specified pay increases and awards would not be available for service during your participation.

Expenses#

The bill authorizes no additional funds. The Office of Management and Budget, the Government Accountability Office, and participating agencies would use amounts already available to them.
