TLDR Act

Summary#

The TLDR Act would require the Federal Trade Commission (FTC) to issue rules for commercial websites and online services, excluding small business concerns. The rules would require covered entities to post a clear, accessible summary of their terms of service, place a data-flow diagram below it, and display their full terms in an interactive data format. The summary would cover sensitive information the service handles, user rights and liabilities, past terms and changes, deletion instructions when available, reported data breaches from the prior three years, and the time needed to read the full terms. The FTC would also publish guidance on data-flow diagrams. The FTC and state attorneys general could enforce the requirements.

What it means for you#

If the requirements take effect, users could find key terms and information about how sensitive data is handled in a short summary on covered services’ websites. The bill says the summary would not create a new contractual obligation. It does not describe any new individual right to sue.

Expenses#

The bill does not specify costs, funding, or fees.
