Special Employee Transparency

Summary#

The bill would limit special government employee service to 130 days in any 365-day period. After an employee reaches that limit, the employing authority would have 30 days to determine the employee’s new classification, apply the relevant personnel rules, and provide written notice of review or appeal options. The bill would also require a public database listing certain employees’ names, positions, pay rates if any, agencies, appointment dates, and termination dates if applicable. Agencies would make certain financial disclosure reports public, with exceptions including reports that contain national defense information.

What it means for you#

The public could search the database without registering or paying, and access it through an application programming interface. The database would cover certain special government employees whose duties are comparable to GS-11-level work or higher, with exceptions including advisory committee members and certain student positions.

Expenses#
