SERVICE Act

Summary#

The SERVICE Act would limit an agency from reducing its workforce by more than 5% until 210 days after it sends Congress and the Comptroller General a report about the expected effects. The report must estimate financial impacts, describe effects on agency work and services, and explain the methods behind its conclusions. Within 180 days of receiving the report, the Comptroller General must assess whether it includes the required information and publish that assessment online.

What it means for you#

The bill would require agencies to review and report on the possible effects of large workforce reductions before making them. It does not bar reductions of 5% or less. The bill does not specify how any particular agency or public service would be affected.

Expenses#

No publicly available information on the bill's overall costs. Agency reports would have to estimate costs related to employee pay and benefits, carrying out the workforce reduction, and, if applicable, contracts to replace employees' work.
