Pregnancy.gov Clearinghouse Act

Summary#

This bill requires the Health and Human Services Secretary to create a public website called "pregnancy.gov" within one year. The Secretary must run the site at the Office of the Secretary level. The website must offer a clearinghouse of resources for pregnant and postpartum women, let users answer questions to get a list of resources by ZIP Code, and let users filter by distance (online or within 1, 5, 10, 50, and 100 miles). The site must collect user feedback, offer an assessment with an option to consent to outreach by phone or email, and provide services in languages other than English. The Secretary will invite States to recommend local resources and set criteria for which resources may appear. Resources must not be offered by a "prohibited entity" and must have provided services for at least 3 consecutive years to be eligible. The Secretary will offer grants to States to build or support systems that gather these resources; States must apply and include outreach plans. A "prohibited entity" is any group (including affiliates and clinics) that performs, induces, refers for, counsels in favor of, or financially supports abortions. The bill lists many types of "relevant resources" the site should include, such as health care, financial help, childcare, mental health, prenatal diagnostics, information about alternatives to abortion, and links about child development. The bill also defines terms for abortion, born alive, unborn child, and website. The Secretary must report to Congress within 180 days after the site is established about site traffic, user feedback, gaps in services, suggestions for improvement, and certification that no prohibited entities are listed or received grants. The report must not include users' personal identifying information.
