HMAG Act of 2025

Summary#

The HMAG Act of 2025 would allow the President, through FEMA regional administrators, to provide grants, equipment, supplies, and personnel to states and local governments to manage or reduce harm from extreme heat. FEMA would coordinate with NOAA. Applicants would need to assess possible loss of life and revenue, describe other available assistance, and report potential long-term effects, including effects on infrastructure. FEMA, NOAA, and CDC would develop a temperature-and-duration threshold for extreme heat events within 90 days of enactment. The President could also provide hazard mitigation assistance in affected areas, even if no major disaster is declared.
