Protecting NIH Research Grants

Summary#

The PHARA Act of 2025 would require the National Institutes of Health (NIH) to release funding and fulfill its existing grant and cooperative agreements. It would also require prompt payment of pending reimbursements and bar cancellation of agreements supporting active, ongoing research. New NIH agreements would need a termination clause allowing termination only for material breach, changed circumstances, or agreement by all parties, with at least 90 days’ written notice and an attempt to amend the agreement first. NIH could not terminate new agreements because they no longer further program goals or agency priorities. The bill was referred to the House Committee on Energy and Commerce.
