Fee-Free SNAP Transactions

Summary#

The bill would make permanent a restriction on fees charged to SNAP-authorized retailers for certain electronic benefit transfer (EBT) transactions and related costs. States and their agents, contractors, or subcontractors could not charge these fees, but equipment rental costs are excluded from the restriction. The change would take effect October 1, 2025, and replace relevant provisions of a 2023 appropriations law and actions taken under those provisions.

SNAP-authorized retailers would not be charged the covered transaction fees by states or their service providers. The bill does not prohibit charges for equipment rentals.
