Protect U.S. Companies from Foreign Regulatory Taxation Act

Summary#

The bill would prevent federal and state courts and agencies from recognizing or enforcing certain foreign judgments against covered entities over foreign digital-market regulations, unless Congress provides otherwise. Covered entities include some U.S.-organized companies that do business with the Federal Government, provide a core platform service, and must follow a foreign digital-market regulation. The President could take actions considered in the public interest to protect covered entities, after considering effects on U.S. consumers and businesses, economic and technological security, and foreign relations. The bill includes the European Union’s Digital Markets Act in its definition of foreign digital-market regulation. It was introduced and referred to the House Judiciary Committee.
