The bill would direct the Secretary of Agriculture to create a program that pays eligible producers for crop, tree, bush, or vine losses caused by disasters. Covered losses include losses from drought, wildfire, floods, storms, excessive heat or moisture, freeze events, prevented planting, and wildfire smoke damage. Payments would be calculated using crop insurance or disaster-assistance information when possible, or a revenue-based method for producers without that coverage. Payment limits and other conditions would apply.
Eligible producers could apply for payments for qualifying losses during a crop year. Producers who receive payments would have to buy federal crop insurance, if available, or Noninsured Crop Disaster Assistance Program coverage for each of the next two crop years. The bill would set different payment limits based on farm income and crop type.
The bill would authorize amounts considered necessary for the program for fiscal years 2025 through 2030. Up to 1 percent of the amount available each year could be used for administrative costs. It does not specify a total funding amount.
