Public Utility Remediation and Enhancement for Water Act

Summary#

The bill would direct the Environmental Protection Agency to create a grant program for publicly owned wastewater treatment works. Grants could help plan, design, and build treatment systems for PFAS and other emerging contaminants, or help facilities meet related pretreatment or discharge requirements. The program would be established within 180 days of enactment.

What it means for you#

Publicly owned treatment works could apply for grants for eligible projects. The bill does not specify which facilities would receive grants or describe effects on individual households.

Expenses#

The bill authorizes $200 million per year for fiscal years 2026 through 2028. Federal funds would cover at least 75 percent of an activity’s estimated cost. The remaining share could include public or private funds, in-kind services, or assistance from a state water pollution control revolving fund. Authorization does not itself provide the funds.
