DOD Entrepreneurial Innovation

Summary#

The DOD Entrepreneurial Innovation Act would create a process for the military departments to identify promising projects carried out under Phase III agreements in the Small Business Innovation Research or Small Business Technology Transfer programs. Each department would designate at least five projects per year, based on factors such as national security value, new technology or processes, and possible future cost savings. Advisory panels would review applications and recommend projects. The Department of Defense would include designated projects’ estimated spending in a future defense program and report to Congress each year on their progress. The bill was introduced on October 10, 2025, and referred to the House Committee on Armed Services.

What it means for you#

Eligible projects could apply for consideration. If selected, a project would receive a place in defense planning and programming documents. The bill does not describe direct benefits for the general public.

Expenses#

The bill does not state a total cost. It permits reasonable compensation and travel reimbursement for private-sector panel members and support staff, and requires each department to provide panel support. The Department of Defense may use funds from its Acquisition Workforce Development Account for panel activities.
