Summary#

The bill adds a new reporting requirement to section 1105(a) of title 31, United States Code. For each executive agency, the annual budget report must list prior-year expenditures for: (A) all contracts for advertising services; and (B) contracts for advertising services from (I) socially and economically disadvantaged small business concerns (as defined in section 8(a)(4) of the Small Business Act (15 U.S.C. 637(a)(4))) and (II) women- and minority-owned businesses. The report must also include estimated expenditures for the fiscal year for which the budget is submitted for the same categories. The change applies to the report submitted for fiscal year 2027 and each fiscal year thereafter.
