This bill adds a new subsection to the Immigration and Nationality Act (section 236) to make congressional constituent services available to people held in immigration detention centers. It requires detention centers to give detainees access to the Department's Privacy Waiver Authorizing Disclosure to a Third Party (ICE Form 60-001) and a Congressional Privacy Release Form upon written request. Within 24 hours of arrival, centers must give each detainee the ICE National Detainee Handbook and the facility handbook in the detainee's language or provide a professional interpreter. The national handbook must include a section called "Congressional Constituent Services" explaining how to request forms, use the law library, and file complaints. Within 7 days after a detainee requests services, the detention center must notify the detainee's congressional office and provide a copy of the privacy release. Centers must allow access to a computer, email, printing, copying, pens, and paper for communication with a congressional office or third parties. If a center does not provide required forms or services within 30 days, a detainee or third party may use the center's grievance process or bring a civil action in federal court. Centers must provide interpreters to help file complaints if needed. The Secretary of Homeland Security must issue a rule to implement these changes within 180 days, notify detention centers of the rules within 270 days, and the changes take effect 90 days after enactment.
