Renewed Hope Act

Summary#

The Renewed Hope Act would add staff, training, coordination rules, hiring authority, and privacy protections focused on identifying and rescuing children in sexual exploitation and abuse material. It directs the Department of Homeland Security (DHS) to hire specific numbers of forensics analysts and child exploitation investigators for Homeland Security Investigations (HSI) victim identification work. The bill also allows DHS to contract temporary experts and consultants for image and audio forensic analysis at pay rates up to the GS-15 equivalent for up to one year, and requires placement guidelines for those contractors.

The bill requires DHS to set up procedures to deconflict and coordinate child sexual exploitation investigations across DHS components and to work with the National Center for Missing and Exploited Children (NCMEC). It creates a Victim Identification Training Program in the Cyber Crimes Center to train HSI staff, other law enforcement, civil service organizations, and NCMEC on victim identification methods, tools, and laboratory capabilities.

HSI would have direct-hire authority for the positions created, except when 97 percent of such positions are filled. HSI must report annually for five years on how many people were hired under that authority and how it is used. The Act requires DHS to implement its requirements within three years of enactment.

The bill also adds privacy protections requiring covered persons to keep victim-identifying information secure and to limit disclosure to specified purposes such as investigations, victim services referral, required reporting, or sharing with other law enforcement.

What it means for you#

  • More staff and training: HSI would add dozens of forensics analysts and investigators focused on identifying child victims seen in images, audio, or video.
  • New training program: Federal, state, local, Tribal, and some nonfederal partners could receive annual training on victim identification and enhancement techniques.
  • Faster hiring: HSI can use direct-hire authority to fill these positions more quickly, with regular reports to Congress on use of that authority.
  • Privacy rules: People working on these cases must keep victim information secure and can share it only for specified official purposes.
