The required strategy must describe how the Department of State will identify, evaluate, and mitigate such relationships; include an assessment of the scale, scope, and activities of covered entities in Europe disaggregated by country; evaluate vulnerabilities and risks to the country and to European allies and partners; and list recommendations for bilateral and multilateral diplomatic engagement with European governments and covered institutions. The strategy must be submitted in unclassified form but may include a classified annex. The Under Secretary must also provide a concurrent briefing to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations.
