INVEST Act — Veterans in Energy

Summary#

This bill amends the Internal Revenue Code to extend the Work Opportunity Tax Credit (WOTC) to certain veterans when their wages are for work in renewable energy. It defines a "specified veteran" as a veteran certified by a local agency who meets one of three conditions: (1) received a Department of Defense credential or military specialty in a renewable energy field or in advanced manufacturing, machinist or welding, or engineering; (2) completed a vocational degree in a renewable energy field within the one-year period before hiring; or (3) completed a LEED certification from the U.S. Green Building Council. "Renewable energy" is defined in the bill to include the Sun, wind, moving water, organic plant and waste material, and the Earth's heat. The bill also requires the Secretary of the Treasury to pay U.S. possessions (territories) amounts equal to their revenue loss from the change, with rules for mirror-code and non-mirror-code tax systems and coordination so employers do not get duplicate benefits. The change applies to individuals who begin work after December 31, 2025. The bill was introduced May 13, 2026, and referred to the House Committee on Ways and Means.

What it means for you#

  • Employers: If you hire a veteran who is certified as a "specified veteran" and the employee's work is in renewable energy, qualified wages for the WOTC can include only wages for renewable energy services.
  • Veterans: Eligible veterans who meet the certification or education criteria could be treated as members of a targeted group for this tax credit when hired into renewable energy jobs.
  • U.S. possessions: Territories may receive payments from the Treasury to offset revenue loss, subject to conditions in the bill.

Expenses#

No publicly available information on an overall dollar cost is included in the bill text. The bill requires the Secretary of the Treasury to pay possessions amounts equal to their loss due to the tax change. The bill directs those amounts to be determined by the Secretary based on information from each possession and sets rules for coordination to avoid duplicate tax benefits.
