No Wasted Space Act

Summary#

This Act creates the Commission to Study Potential Uses of the Arts and Industries Building on the National Mall. The Commission will have nine voting members appointed by Congressional leaders and the Chair of the Smithsonian Board of Regents. Members must have experience with museums, family tourism, urban planning, or local educational institutions. Federal employees may not serve.

The Commission must meet, choose a chair, and within one year of its first meeting submit a report to the President and to Congress. The report must describe: educational institutions serving visiting families; museums and cultural institutions not near the Mall; DC museums not in Smithsonian buildings; tenants affected by federal office relocations; and the cost to convert the Arts and Industries Building into a modern museum. The Commission must also prepare a fund-raising plan about using public contributions and possible admission charges, and a report with legislative recommendations that may include timing and suggested appropriation levels and a recommendation for the building’s future name.

The Commission serves without pay, may receive travel per diem, may solicit gifts, may hire an executive director and staff paid at temporary-organization rates, may accept volunteers, and may request reimbursable administrative support from the General Services Administration. The Commission ends 30 days after it submits its final reports.
