This bill creates a Task Force on Women in Law Enforcement to study State hiring standards and to develop national hiring standards for law enforcement officers. The Task Force will also make recommendations to improve retention and promotion of female officers, including addressing physical fitness after childbirth and family responsibilities such as childcare. The Task Force will have 12 members appointed by the Attorney General, including representatives from the Justice Department Civil Rights Division, mayors, female police executives (municipal, State, and sheriff), female officers of lieutenant rank or below, community organizations, an accreditation or training organization, and a national organization representing women in law enforcement. The Task Force must submit a report to Congress within 18 months of the law taking effect.
Beginning in the fiscal year after the Task Force issues its recommendations, a State that adopts those recommendations would receive an amount equal to 5 percent of the State's regular Edward Byrne Memorial Justice Assistance Grant (JAG) funding, in addition to the usual JAG amount. The Attorney General is authorized to provide technical assistance to States to help them adopt the recommendations. The bill authorizes appropriations as necessary to carry out the additional payments and the technical assistance.
