This bill directs the Director of the National Institute of Standards and Technology (NIST) to create task forces within 90 days. The task forces will support development of technical standards and guidelines to help identify content created or substantially modified by generative artificial intelligence. Work areas include content provenance metadata, watermarking, digital fingerprinting for audio and visual content, and methods for text-based content. The task forces should seek cryptographic verification of provenance and make watermarks hard to remove when technically feasible. Membership must include federal agencies, AI developers, standards groups, online platforms, browser and mobile OS developers, academics, privacy experts, media organizations, creator groups, labor organizations, and technical experts. Each task force must give recommendations to the NIST Director within 270 days and must report to specified congressional committees one year after formation and annually for five years. The task forces must consider privacy-preserving ways to store and display provenance data. The bill also defines key terms used in the work.
If you create, publish, host, or share online content, this bill would lead to development of technical standards that platforms and developers could use to identify and label AI-generated or AI-altered content. The bill itself sets up task forces and reporting requirements; it does not directly create labeling rules or penalties. Companies, developers, platforms, and other stakeholders may be invited to participate in the task forces or to follow standards developed by consensus organizations.

Supporters say the bill will help create technical tools and standards to make it easier to trace and identify content made or changed by generative AI. The bill focuses on improving provenance data, watermarking, and fingerprinting, promoting interoperability across platforms, and encouraging privacy-preserving storage and display of provenance information.
