Finding Federal Savings Committee

Summary#

This resolution would change the House rules to create the Committee on the Elimination of Nonessential Federal Programs. The new committee would research, review, and study Federal programs that are underperforming or nonessential. It would identify programs to modify or end, make recommendations to the House, and must report at least once a year. Reports must include the committee’s findings and a list of programs it calls underperforming or nonessential. The committee may also send legislation to eliminate those programs and rescission measures.

The resolution sets the committee membership: four members each from the Appropriations, Budget, Oversight and Government Reform, and Ways and Means Committees; one member appointed by the Speaker (who would be the Chair) and one appointed by the minority leader (who would be the Vice Chair). The Chair and Vice Chair must be from different parties. Of the members drawn from each committee, two must be from the minority party. The committee would expire at the close of the 120th Congress.

The change also adds expedited House procedures for bills or resolutions the committee reports. After a 7-day waiting period, the House could move quickly to consider a reported measure. Debate would be limited to 10 hours split evenly between supporters and opponents. Amendments and motions to recommit would not be allowed, and votes generally could not be reconsidered.

What it means for you#

If the House adopts this resolution, a new, time-limited committee would look for Federal programs it considers underperforming or nonessential and would report and propose changes. Any laws the committee proposes would get faster House consideration with strict limits on debate and no opportunity for amendments.

This resolution does not itself end or change any program. It sets up a process that could lead to proposed legislation to modify or eliminate programs.
