This bill expands the role of the National Institute of Standards and Technology (NIST) to develop, publish, and update workforce frameworks for critical and emerging technologies. It adds definitions for competencies, workforce categories, and workforce framework. NIST must create frameworks that list work roles, tasks, knowledge, and skills; include professional and support roles (for example, administration and finance; law and policy; ethics; privacy; human resources; information technology; operational technology; supply chain security; and acquisition and procurement); and provide information on career pathways and credentials. NIST must consult federal, state, local, Tribal, territorial, industry, nonprofit, labor, research, and academic stakeholders as appropriate and produce materials in multiple languages. The Director must review frameworks at least once every 3 years and report to Congress on any updates. The bill requires a report within 180 days describing ongoing review and update processes for the existing NICE Workforce Framework for Cybersecurity and repeated reports every 3 years for 9 years on the framework's use. NIST must assess the need for additional frameworks within 180 days and, specifically, develop and publish an artificial intelligence workforce framework within 540 days of enactment. The National Initiative for Cybersecurity Education must also distribute cybersecurity career resources for all ages, including kindergarten through secondary, postsecondary, and adult learners.
