This bill requires the Attorney General to prepare and publish a report about Department of Justice activities that counter national security threats and espionage by the Chinese Communist Party. The first report must be submitted within 90 days after the bill becomes law, and then once a year for seven years. Reports go to the Senate and House Judiciary Committees and are posted on the Department of Justice website. The report must describe DOJ activities and operations that address theft of intellectual property (including trade secrets) and threats from non-traditional collectors such as researchers in labs, universities, and defense industrial base facilities. It must include an accounting of DOJ resources devoted to these programs and any supporting information about how well each program is working. The report must also describe measures used to protect the civil rights, civil liberties, and privacy of United States persons. Reports must be unclassified but may include a classified annex. The Attorney General must consult and collaborate with the Director of National Intelligence, the Secretary of Homeland Security, the Secretary of Defense, and other appropriate officials when preparing the report.
