Northwest Energy Security Act

Summary#

This bill, the Northwest Energy Security Act, directs three federal agency leaders (Interior through Reclamation, Energy through the Bonneville Power Administration, and the Army through the U.S. Army Corps of Engineers) to operate parts of the Federal Columbia River Power System (FCRPS) according to the "reasonable and prudent alternative" in the Columbia River System Operations Environmental Impact Statement Record of Decision dated September 2020 (the Supplemental Opinion).

The Secretaries may jointly amend parts of that Supplemental Opinion and run the system according to those amendments only if each Secretary, in their sole discretion, finds the change is needed for public safety or for transmission and grid reliability, or that the removed actions or requirements are no longer warranted. The bill says this amendment process is the only way the Secretaries may operate the FCRPS in a way that differs from the 2020 plan.

The bill also forbids any structural modification, action, study, or engineering plan that would reduce electrical generation at any FCRPS hydroelectric dam or that would limit navigation on the Snake River in Washington, Oregon, or Idaho, unless a later federal statute specifically and expressly authorizes that proposal. The bill clarifies that it does not stop the Secretaries from doing operation, maintenance, or capital improvements needed to meet the projects' authorized purposes.

What it means for you#

If you live in or rely on power, river navigation, or river infrastructure in the Columbia River or Snake River region, this bill would require federal managers to follow the 2020 Columbia River operations plan and limits changes that would reduce hydropower or navigation unless Congress passes a new law allowing them.
