Seasonal Agriculture CDL Modernization

Summary#

The Seasonal Agriculture CDL Modernization Act would require the Secretary of Transportation to change federal regulations for farm-related service industry restricted commercial driver's licenses (CDLs). The bill defines terms such as eligible employee, farm-related service industry, implement of husbandry, restricted CDL, and Secretary. Within one year of enactment, the Secretary must revise rules so each State may offer an online registration and renewal system for seasonal restricted CDLs if applicants meet all program terms. The Secretary must also clarify that implements of husbandry are not considered commercial motor vehicles and are not included in gross combination weight rating or gross combination weight calculations.

What it means for you#

If you work in or operate a farm-related service industry and use a seasonal restricted CDL, your State could let you register and renew that seasonal license online if the State chooses and you meet program requirements. People using implements of husbandry would have those implements treated as not being commercial motor vehicles for the specific weight calculations named in the regulation.
