EQIP Payment and Reporting Changes

Summary#

The EQIP Improvement Act of 2025 would change payment limits under the Environmental Quality Incentives Program. For most practices, payments could cover up to 75% of eligible costs. For a listed set of practices, including irrigation pipelines, ponds, and waste facilities, payments could cover up to 40% of costs. Payments could cover 100% of a producer’s income lost because of a practice. The bill would also lower a program payment limit from $450,000 to $150,000 and require annual reports to Congress on program funding by practice, state, and producer operation size.

What it means for you#

Producers using the program could receive payments subject to the new limits. The bill does not describe changes to program eligibility. Congress would receive more detailed annual information about how program funds are allocated.

Expenses#

The bill does not state a total federal cost. It sets limits on the share of eligible costs or lost income that program payments may cover.
