Full Title:
A resolution condemning the financial entanglements of World Liberty Financial, Inc. with President Donald J. Trump, the Trump family, and the Trump Administration.

Summary#

This Senate resolution condemns financial ties between World Liberty Financial, Inc. (WLFI) and President Donald J. Trump, members of the Trump family, and the Trump Administration. The resolution lists findings from the sponsor: WLFI launched in September 2024 and is partly owned by the President and his family. The text says the Trump family increased its claimed share of WLFI revenues and operations before inauguration. The resolution states WLFI raised $550,000,000 from a governance token, that Justin Sun invested $75,000,000 and that DWF Labs invested $25,000,000. It also notes a reported agreement in which a UAE-backed firm would use a WLFI stablecoin in a $2,000,000,000 deal with Binance. The resolution says these ties could allow foreign actors to enrich the President, create conflicts of interest, pose national security risks, and violate the Foreign Emoluments Clause of the Constitution. It condemns the entanglements, declares the MGX–WLFI agreement a violation of the Foreign Emoluments Clause because Congress was not asked for consent, and demands transfer to the United States of any proceeds received in violation of that Clause.

What it means for you#

The resolution asks the Senate to formally condemn the named financial relationships and to demand that any proceeds received in violation of the Foreign Emoluments Clause be transferred to the United States. The measure has been introduced and referred to the Senate Committee on Homeland Security and Governmental Affairs and is currently in progress. The text lists specific investments and partners and calls attention to potential conflicts, foreign payments, and constitutional concerns.

Expenses#

No publicly available information on federal costs or budgetary effects is included in the resolution text. The resolution does cite private financial figures: $550,000,000 raised from WLFI's governance token; a $75,000,000 investment by Justin Sun; a $25,000,000 investment by DWF Labs; and a reported $2,000,000,000 transaction involving a UAE-backed firm and Binance.

Proponents' View#

Supporters (as stated in the resolution) say WLFI's financial ties to the President and his family create conflicts of interest, national security risks, and potential violations of Government ethics rules and the Foreign Emoluments Clause. The resolution's sponsor calls for condemnation of those ties and for any illicit proceeds to be transferred to the United States.
