Summary#
The final rule called Regulations Amending the Radiation Emitting Devices Regulations (Laser Products) updates Canada’s rules for laser products sold or imported into Canada. It replaces old, narrow rules with a hazard-based system aligned with the international IEC standard and takes effect one year after publication — on October 9, 2025 (a 12 months transition).
What it does#
- Replaces the old laser-scanner and demonstration-laser rules in Radiation Emitting Devices Regulations with modern requirements that cover most laser products.
- Adopts the classification, testing, safety-feature, labelling and information rules from the International Electrotechnical Commission standard IEC 60825-1 (and related IEC references) for determining a laser’s hazard class.
- Exempts certain items from the new rules, including:
- inoperable laser components and repair parts; and
- medical lasers that are regulated under the Medical Devices Regulations (except medical lasers for animals or personal import).
- Requires labels and user information in both official languages for most lasers, and adds a mandatory product ID/origin label (so products can be traced).
- Lets lasers whose emissions never exceed Class 1 limits be exempt from many engineering and label requirements.
- Allows some laser products that act like ordinary lamps to be assessed under IEC 62471 or IEC 62471-5 instead of IEC 60825-1.
- Does not adopt IEC provisions that are outside Health Canada’s authority (for example, training rules and requirements about non-optical hazards).
- Extends responsibility to manufacturers, importers and distributors for meeting these requirements.
- Makes the IEC references static (fixed to the edition cited in the regulation).

- Consumers and workers who use lasers — especially children and users of hand-held lasers and pointers, who are overrepresented in injury reports.
- Eye-care professionals (optometrists and ophthalmologists) and public-safety bodies may see changes in the number and type of reported injuries.
- Small businesses that import or sell lasers may need to switch to compliant suppliers or add bilingual labels; Health Canada estimates industry compliance costs at up to $9M (undiscounted) over 10 years and identifies about 143 Canadian firms in the laser supply chain.
If it’s unclear whether a specific device is covered, the regulation’s exemptions and definitions determine that — for example, many medical laser devices are explicitly excluded because they fall under other rules.
Why it matters#
- Consumers and the public can more easily know a laser’s hazard level because products must carry standardized class labels and identifying information. That makes it easier to spot dangerous or mislabelled lasers before purchase or use.
- Health and safety: the rule aims to reduce eye and skin injuries (including injuries from high-powered pointers and handheld lasers) by requiring safety features and clearer warnings tied to each laser’s hazard class.
- Enforcement and trade: clearer, standardized labels help inspectors and border officials identify unsafe imports more quickly. Aligning with the international IEC standard also helps companies that already meet that standard when selling in multiple countries.
- Costs and practical effects: some manufacturers and importers will have to add bilingual labels, product ID labels, or make engineering updates. Most larger companies already use the IEC standard, so the burden is expected to be smaller for them.
