Summary
Summary#
The Commission of the Canada Energy Regulator received an application from ALLETE, Inc. d/b/a Minnesota Power (dated August 22, 2024) asking to export up to 1 200 000 MWh of electricity a year to the United States for 10 years under the Canadian Energy Regulator Act. The Commission is asking for public comments before it decides; written comments are due September 30, 2024.
What it does#
- The Applicant, ALLETE, Inc. d/b/a Minnesota Power, applied to the Canada Energy Regulator to export up to 1 200 000 MWh annually for 10 years.
- The Commission will collect views from interested parties before issuing a permit or sending the application on for a licensing procedure.
- The Commission specifically asks commenters about:
- the effect of the export on provinces other than the province from which the electricity would be exported, and
- whether the applicant told people or organizations interested in buying electricity for use in Canada about what was available and gave them a fair chance to buy on the same terms.
- A copy of the application is available from the Applicant by email (rttraders@allete.com) and on the CER website.
- Written submissions must be filed online and emailed to the Applicant by September 30, 2024.
- Any answers the Applicant wants to file in response to submissions must be filed and emailed to the submitter by October 15, 2024.
- For procedural questions, contact the Secretary of the Commission (phone provided in the notice).
Who's affected#
- ALLETE, Inc. d/b/a Minnesota Power (the applicant).
- Provincial governments and provincial electricity regulators.
- Organizations or businesses that buy electricity in Canada (especially those that declared an interest in buying domestic supply).
- Electricity wholesalers, traders and cross‑border energy market participants.
- Potentially large electricity consumers and local markets in provinces that might be affected by exports.
If it is unclear whether a particular group is affected, the Commission’s public comment process is the place to ask or make that case.
Why it matters#
- Approving the export could change how much electricity is available for use in Canada and could affect who gets access to supply.
- Provinces and domestic buyers may be affected, which is why the Commission is asking for information on provincial impacts and whether Canadian buyers had a fair chance to buy.
- The public comment deadlines give interested parties a direct way to raise concerns or support before the Commission decides.
