U.S. to Bar Import of Specified Canadian Alcoholic Beverages on Sept. 29, 2026

• The President issued a proclamation that excludes certain Canadian alcoholic beverages from importation into the United States.

• The Annex to the proclamation lists specific HTSUS headings and scope limitations. Examples include many packaged beers, sparkling and still wines, vodkas, gins, whiskies, rums, brandies, and other spirits.
• Some entries are limited by container size (e.g., 2 L, 4 L, 10 L) or by value thresholds; some provisions apply only to packaged products.

What to know about shipments already en route

• Products imported but not entered for consumption or withdrawn from warehouse before Sept. 29, 2026, will remain subject to the 50% ad valorem duty previously imposed by Proclamation 11046.

Why the action was taken

• The proclamation says Canada maintained or increased discriminatory measures against U.S. alcoholic beverages and cites retaliatory measures (for example, a Saskatchewan levy announced for Sept. 8, 2026). The administration used authority under section 338 of the Tariff Act of 1930 and related statutes.

Who will implement it

• U.S. Customs and Border Protection, in consultation with Treasury, Commerce, and the U.S. Trade Representative, is authorized to issue rules, modify the Harmonized Tariff Schedule (HTSUS), and take other steps needed to implement the import ban.
