Bylaw expands mixed-use housing near transit

Summary#

Calgary City Council passed Bylaw 53D2026 at third reading on May 12, 2026. It changes the land use district for 207 and 211 – 14 Street NW in Hillhurst (Ward 7), allowing mixed-use development under the new district rules. City staff say the change is intended to support more housing and commercial options on a Neighbourhood Main Street.

  • The 0.25-hectare site changes from Commercial – Corridor 2 and Direct Control districts to Mixed Use – Active Frontage (MU-2f4.0h24).
  • The new district allows a street-oriented mixed-use building up to 24 metres high; City staff described that as up to six storeys.
  • A separate development-permit application for a six-storey building with 104 homes and eight ground-floor commercial units was under review in the staff report. This land use decision does not approve that building.

What it means for you#

  • People living or working nearby: The site can be considered for development under the new mixed-use district rules. The decision does not require the proposed building to be built or guarantee its proposed number of homes or shops.
  • The landowner and developer: They can seek development approval under the new district. The building design, unit count and on-site parking are to be reviewed at the development-permit stage.
  • Residents and businesses: The land use change does not itself provide a new service or directly change taxes, fees or parking rules elsewhere.

Money#

City staff reported no anticipated financial impact from the land use amendment.

  • The materials give no estimate of private development costs or any later public costs.

What is unclear#

  • The development-permit application’s outcome, final building design, number of homes and parking arrangements are not stated.
  • The materials do not say whether the new development will include the density-bonusing provisions that were raised in opposition letters.

Case for#

  • City staff say the change could allow more housing and commercial options on a partly vacant site beside a transit stop.
  • City staff say the proposal fits applicable Municipal Development Plan and Riley Communities Local Area Plan policies, and could make use of existing infrastructure more efficiently.
  • The Hillhurst/Sunnyside Community Association supported the application.

Case against#

  • Two letters opposing the application raised concerns about increased density and the removal of density-bonusing provisions from the existing Direct Control district.
  • The materials do not provide details of those concerns or explain how the density-bonusing issue would be addressed at the development-permit stage.
